It's a realm, and it has opinions about how you're running it.

Crown and Council gives your settlement a crown, four estates that argue with each other constantly, a council that can vote your laws down, a dynasty that can collapse into civil war, and a statute book that writes itself fresh every single game. You'll spend as much time managing your own nobility as you do managing raiders.

The pitch in one line: you don't own this colony, you rule it, and ruling is harder.

THE TWO NUMBERS EVERYTHING HANGS ON

Get these confused and you will lose a save to it, so here they are up front.

Legitimacy is your right to rule. It's what stops people replacing you. You earn it by being crowned, by judging fairly, by keeping your word, by being seen. Low legitimacy invites pretenders, and turns a succession into a war.

Authority is your power to act without asking. You spend it to overrule the council, to grant land, to summon the estates early. It regrows toward a ceiling — and every charter you sign, every vassal you create, every regency lowers that ceiling permanently.

You can absolutely end up beloved and powerless. Or feared and about to be deposed. They're different problems.

THE ESTATES

Four of them: the Nobility (fight, hold office, expect to be consulted), the Clergy (crown you, can close the churches against you), the Burghers (have money, want charters), and the Commons (do the work, can burn the place down).

Each tracks its own approval, carries weight in council, cares about specific kinds of law, and has a point past which it rises in revolt. They do not agree with each other. That's the whole design — pleasing one usually costs you another, and there is no arrangement that makes everybody happy.

You can see which way each is drifting week to week, who speaks for them, the law they'd most welcome and the one in force they most resent. You can give an estate an audience (costs your time, works better if they already respect you) or grant a concession (costs silver, and every estate that didn't get one notices).

Around 16,000 possible phrasings, and every statute shows you exactly what it does right there on its row.

Then the twist: your realm can only enforce so much law at once. Past that capacity, every extra statute dilutes all the others and breeds contempt for the lot. Capacity grows with the standing of your realm and with each great office you actually fill. A statute book bigger than your government is worse than a small one — which is a genuinely medieval problem and it's the thing that stops this being a checklist.

And you can write your own. Full drafting window: name it, describe it, set what it does to taxes, work, crime, levies, mood, unrest, legitimacy, authority, trade and the balance of power, decide how each estate takes it, make it permanent or give it a term. It's kept honest by a drafting budget where every benefit costs and every drawback refunds less than it would have cost — so you can write something powerful only by writing something painful. A law everyone loves that also raises taxes 20% is simply unaffordable. (And if your group would rather just write whatever, the budget slider goes to 150.)

THE COUNCIL

Sits at intervals, votes by estate weight and conviction. The crown has a heavy voice of its own — heavier once you're crowned, heavier again with officers behind you.

Before a vote you can court an estate privately. Costs authority, shifts their position for that sitting only, and is cheaper for a crown they already respect. Persuasion buys a vote today, not a change of heart.

Or skip all of it and decree. Takes effect immediately, needs nobody's consent, costs authority and legitimacy, is remembered by everyone you overruled, and lapses on its own after a while. That's the bargain: act alone, but not permanently.

Hover any estate and it tells you why they're voting that way — the statute itself favours them, you courted them before the sitting, they think poorly of you generally, it takes power from the estates, it touches their particular concern. You can only learn to change a vote if you can see what's producing it.

BLOOD, MARRIAGE AND THE THING THAT KILLS YOUR SAVE

Nine succession laws: agnatic and absolute primogeniture, seniority, ultimogeniture, tanistry, gavelkind (which splits the realm between heirs, yes really), elective monarchy, and more. The Dynasty tab shows the entire line of succession under the law in force, not just the next heir, with why each person stands where they do.

Arranged marriage with dowries priced by rank, canon-law prohibited degrees, dispensations you can buy from the church when the blood's too close, wards and hostages, and foreign matches that bring an alliance with the spouse.

When a ruler dies, low legitimacy plus a rival claim decides whether it passes quietly or becomes a civil war with your own colonists changing sides. A child or incapacitated ruler governs through a regent — who rules at reduced authority while legitimacy bleeds, and who may decide the arrangement should become permanent.

And every reign is tallied — statutes carried, decrees proclaimed, executions, pardons, treaties, risings endured — so when it ends, history gives that ruler a name. The Great. The Just. The Cruel. The Lawgiver. The Unready. The Idle. Seventeen of them, chosen by what you actually did, and kept in the roll of your house forever.

THE COURT

Nine great offices — steward, marshal, chancellor, justiciar, chaplain, almoner, spymaster, physician, herald. Each gives standing effects AND a duty its holder performs on a cooldown: the steward audits the estates for silver, the marshal musters and drills the levy, the chancellor seals writs into raw authority, the justiciar rides the circuit and clears the docket without waiting for the council, the spymaster turns over the court for conspiracies.

How well a duty goes depends on how suited that person is to the post, so appointments visibly matter instead of being a small passive bonus you never look at again.

The hall your throne stands in earns legitimacy every day just by being impressive. You can feast the realm there. You can name a favourite — instantly, enormously loyal, and every other noble resents them for having your ear without earning it.

And ambitious, disloyal courtiers conspire. You'll only hear about it if somebody's watching, which is what the spymaster is for. Once it's discovered: prosecute, buy off, pardon, or exile.

Vassals are the real trap. Grant land and they bring revenue and levies — and permanently lower your authority ceiling, because they now hold a piece of the realm in their own right. A realm full of vassals is rich, well-armed, and can't make its own decisions. Taking the land back is completely legal and completely unforgivable.

DIPLOMACY, AND PEOPLE ACTUALLY SHOWING UP

Ten treaty types, envoys who leave as real caravans and occasionally don't come back, tribute demanded or paid (with your actual odds shown before you ask), gifts of silver, wars ended by simply buying peace, and denunciations that tear up every agreement at once.

Foreign delegations physically arrive. Envoys walk onto your map and stand there until you

Copyright (c) 2026 Just Donivin.
