You SHOULD be able to play without them. Royal Arsenal shouldn't cause any issues. Without VFE: Empire though it will just throw an error saying it failed to edit the relevant Titles, and will end up not being much different than Vanilla. I haven't tested very many scenarios though, swim at your own risk.\r\u003Cbr>\r\u003Cbr> - VFE Empire\r\u003Cbr> - VFE Deserters\r\u003Cbr> - Royal Arsenal: Extra Permits\r\u003Cbr> Obviously the Royalty DLC is required as well.\r\u003Cbr>\r\u003Cbr>Features include:\r\u003Cbr> - Exponentially increasing permit points gained for each upper-level Imperial Title. You're in charge, who are they to tell you you can only have a few perks? \r\u003Cbr>\r\u003Cbr> - By the time you become the High Stellarch, you have enough permit points to unlock EVERY permit, including those added by the above mods.\r\u003Cbr>\r\u003Cbr> - Removal of the \"Transport Shuttle\" prerequisite to use the \"Evac Shuttle\", because it would otherwise be possible to lock yourself out of it.
