When it rains, plants outside receive some growth speed depending on how much it's raining.
Mod config to change rain growth percent from +0% to +200%. Default +30%.
Only tested on 1.6 with a couple pretty light to qol mods (37 mods) so let me know any issues (performance/bugs).
