Exclude the clothing and armor currently worn by colonizers from the encumbrance calculation on map.

This will ignore the weight of the clothing already worn in the equipment compartment, but still retain other sources of weight such as weapons and backpacks.
The weight calculation for traveling on world map is (final moving speed/base moving speed) * base weight.
