Lowers the chance of addiction from consuming smokeleaf by raising the minimum tolerance required from 15% --> 55%. Changes the Consciousness and Moving debuffs from subtractive penalties (-30% and -10%) to multiplicative penalties (×70% and ×90%), to decrease the risk of someone collapsing or dying from a joint.
