Mech Charger Upgrades

Adds buildings that link to mech rechargers to make them faster.

They pretty much work like multi-analyzers do with research benches, except you can have 2 of them linked.

You can also change all the charge rates in mod settings.

Note that these do not increase the amount of toxic wastepacks produced while charging.
