Medical Bed for Anyone

Allow medical bed to used by anyone (colonists, slaves, prisoners).

Features:
- Flag a medical bed as 'for anyone'
- Captured and injured prisoners can be taken straight to such a medical bed
- Allow to share one hospital room between prisoners and non-prisoners

Why: Vanilla makes every bed serve exactly one group - colonists, prisoners, or slaves - and nothing else. This sucks when you have limited space and resources, and you need re-flagging beds in emergency to get the right patient into the right one.

Notes:
- A prisoner treated in an open ward is not in a cell, and so is not contained. That is the trade, and it is why this is opt-in per bed.
- Arrests and captures still require a real prisoner bed.
- Turning the mode off restores vanilla behaviour exactly.

Safe to add to an existing save. Removing it leaves any bed you had flagged behaving as a normal colonist medical bed.
