[Og] Secondary Immune Response - Life-long vaccine immunity

An add-on for Secondary Immune Response, making all four types of vaccines give permanent immunity.

I've seen someone requests this feature in comment section, and the author rejected because of the balance. But I want this feature too! So I make this add-on for myself. I think it's reasonable, in reality no one need to get vaccinated every year, so as in game.
