Oharo's Infinite Neutroreactor

This mod adds the new infinite neutroreactor as a potential quest reward. It's intended to make the infinite chemreactor less of a conceptual outlier, while adding a reliable source of neutroamine without committing to adding a recipe for it.

For balance considerations, an infinite chemreactor produces 75 chemfuel every 10 days, while the infinite neutroreactor produces 25 neutroamine every 20 days. It's also a bit more delicate, takes a bit more power to operate, and is more expensive.
