Adds a statfactor to VPE Psyfocus Cost Factor to make it decrease with psychic sensitivity.
The current post process curve is a crude approximation to the reciprocal of the square root of psychic sensitivity, since I felt that just using the reciprocal (without taking the square root) made psyfocus costs too low for my tastes. Feel free to make a local copy and change the intermediate statdef's post process curve if you like.
