Rare Lightning

You ever notice how you've never had to actually fight a fire caused by a lightning strike? Unless you have, my condolences.
This mod makes lightning strikes during rainy and dry thunderstorms 10x rarer, because they are ridiculously common and become exponentially more dangerous on small maps. The cosmetic off-map lightning flashes still happen at the normal rate, so the ambiance of a thunderstorm is still preserved.
