使用方法：在新建殖民地时，于剧本编辑器里开启编辑模式添加条件：最低技能等级，通过滑动条来改变技能等级范围。 How to use: When creating a new colony, turn on edit mode, than add new part - “最低技能等级”(Chinese for “Minimum Skill Level”) in scenario editor, adjust the skill level range with the slider.
