Better charge weapons, make charge rifle and charge lance more overwhelming.

So this patch makes charge rifle and charge weapon a lot more powerful, this way you know you're using spacer weapons.

Cooldown: 1.0s
Range: 35

)Charge Lance
Accuracy: 85% - 95% - 95% - 95%
Damage: 100
Burst shot count: 6
Armor Penetration: 90%
Aiming time: 1.3s
Cooldown: 1.7s
Range: 30
