Better Penoxycyline

I wanted to keep Penoxycyline close to vanilla values but give it a bit more usefulness by adding the 10% Blood Filtration boost. This improves infection and disease recovery time. Actual impact on recovery time is about 5% more immunity for an untreated disease if given quickly. It's not enough to be overpowered, but if things are close this will be the difference between death and survival.

Now you can protect yourself from diseases and you'll also recover a little more more quickly from infections. You can also use it sparingly if supplies are scarce to save people you know might be at risk of not gaining immunity before death.

Elderly colonists or colonists with damaged livers/kidneys have weaker immune systems. Getting infections, diseases, and/or food poisoning at the same time can be a death sentence even for young healthy colonists. This gives you one more small tool in your arsenal to save them.
