Makes chest-deep water impassable, and reduces the walk speed of shallow water. Makes rivers strategically useful.
Edited - Shallow Moving Water changed to 25% move speed from 6% in base mod version.

Biomes Core
Biomes Islands! - The Biomes mods add new water terrain types which aren't affected by this mod, currently I'm unsure if that can be patched since Biomes also adds sea creatures that would conflict with making those tiles impassable.
Sub-mod: (Almost) Impassable chest-deep water, reduces movement speed in deep water to 11% instead of impassable.
