Strictly limits pawns to a specific claimed area, with different ways of awarding new tiles to claim. This is completely separate from, and can be combined with, the "allowed area" vanilla mechanic.
It is intended to ease the administration of "Tile Man" style challenge runs.
Can only be activated at the start of a game, but is safe to have in your mod list while playing on a game where it is not active.
