You can specify policies the same way you would apparel for a colonist.
The mechs with that policy will then try to fill their upgrade points from the auto mech upgraders (Replace your existing one with one of these).
When a mech has unwanted upgrades (Per the policy), the auto upgrade will try to remove them.
