Pacificist Paniel Central Nervous Manufacturing

Adds a recipe to manufacture central nervous at the Paniel automaton fabrication bench. Intended to provide a pacificist way for Paniel crafting (high subcore is craftable w/o ripscan with "和平发展的生物科技" mod. Yes it works in 1.6).
If 和平发展的生物科技 is enabled, requires:
- 1x High subcore
- 1x Empty case
- 30x Neutroamine
- 3x Advanced component
If not, requires:
- 1x Empty case
- 30x Neutroamine
- 4x Component
- 6x Advanced component
- More labor needed
Requires Paniel the Automata and Biotech DLC. Workshop mod "和平发展的生物科技" is recommended but not required.

增加使用高级次生核心制造帕尼艾的中枢神经系统的配方，为爱好和平的玩家提供制造帕尼艾的方法（“和平发展的生物科技”模组能使高级次生核心无需裂解扫描即可制造，这模组标着1.4但是1.6能用）。
如果和平发展的生物科技同时启用，中枢神经系统需要原料：
- 1x 高级次生核心
- 1x 空箱
- 30x 中性胺
- 3x 高级零部件
如果没有，则需要：
- 1x 空箱
- 30x 中性胺
- 4x 零部件
- 6x 高级零部件
- 更多工作量
依赖帕尼艾本体与生物科技DLC。建议配合创意工坊模组“和平发展的生物科技”食用。
