Adds a craftable persona variant of the ARC-920 Railgun.
The persona railgun retains the original weapon's combat performance, effects and sounds while gaining a randomly generated weapon persona, a unique name and permanent bonding to its first wielder.
It is made at a fabrication bench using the original ARC-920 recipe plus one persona core. Muzzle Flash integration is included when that mod is active.
