RicoFox's Combat Tweak

Add 2 stats for people to adjust the cooldown time in melee and ranged combat.
The result cooldown time will be * while you equip the weapon.
The melee cooldown factor depends on manipulation capacity and melee skill.
The ranged cooldown factor depends on manipulation capacity and shooting skill.
