Fixes bugs in RatkinGeneExpanded's Waste Rat site quest system: 1.
Fixes bugs in RatkinGeneExpanded's Waste Rat site quest system:
1. Infinite site generation: After establishing settlements by helping Waste Rat sites, new sites would generate infinitely because the counting logic only checked Sites but skipped Settlements when no Sites existed.
2. Debug log spam: CustomSiteComp.PostExposeData contained debug Log.Warning calls that fired for every Site in the game during save/load, causing yellow warning spam.
This is a Harmony patch mod - it does not modify the original mod's files.
