Reverts charge lances back to their 1.
Reverts charge lances back to their 1.0 values.
1.1 dropped the range of charge lances by 7 tiles. It's now only 5 tiles longer than a charge rifle.
I never gave the 1.1 charge lance because with the range so close, I opted for the charge rifle instead.

Long Range Accuracy: 75% -> 80%
