[AA] Gruppa Krovi AS VAL Buffed

This mod contains a patch to buff the AS VAL in the excellent Gruppa Krovi by Chicken Plucker. I felt it was too weak to be worth using.

It is now an expensive to produce, high-end option for industrial tech CQB rifles with moderate armour penetration, faster rate of fire, and more mobility. It is still not quite as good as other rifles at medium and long range due to slightly lower damage, penetration and accuracy, but has a clear benefit up close.

Warmup time reduced significantly to bring it into line with the other rifles and suit its CQB role.
(1.55s -> 1s)

Cooldown time slightly reduced for the same reason.
(1.85s -> 1.55s)

Armour penetration significantly increased to sit between high power pistols and rifles; it's still not as good against armour as the AK74, but no longer shoots wet noodles.
(0.14 -> 0.35)

Costs significantly more to make. It's almost as much as the AK74 now.
